Operating contract
Turns an ACCEPTED quote into a bill, snapshotting the totals the customer actually agreed to rather than re-pricing anything. This is the same pipeline the automatic accept path runs, so a converted quote and an auto-billed one produce the same invoice.
ONE INVOICE PER QUOTE. Calling it twice hands back the invoice that already exists rather than raising a second, which is what makes a retry harmless.
Refuses when the quote is not accepted. Accepting is quotes.set_status, and it belongs to the customer's decision rather than to this call — do not accept a quote in order to bill it.
The result is a DRAFT. invoices.issue is what makes it owed, and invoices.send is what puts it in front of the customer.

The four gates run in this order on every surface, and the order is not arbitrary — see Authentication.
